KA is the strongest genjutsu technique of MS eyes but KAMUI is the strongest technique of MS eyes.

First: Danzo snatched one of KA eye from Shisui & left Shisui alive even with remaining 1 eye, Shusui could not do anything to Danzo. He walked freely away from Shisui.
Second: Obito faced Danzo & didn't fear his KA at all. Is that the effect of KA.

Over-all I guess no-one was feared of KA so much - as u r telling.
