Yea the cool down time of KA is 10 years. The time between Itachi getting shisui's eyes and Itachi's death is less than 10 years. Ergo, KA was on Cookstown when Itachi got it.

The period of time between the Uchiha massacre and the war is less than 10 years. If Itachi used K.A after the massacre, it wouldnt have been ready by the time Itachi met Naruto.

This is a pretty hilarious. People often talk about Edo Madara and BM Minato in fights. And yet, Madara and Minato could never fight like that when they were alive.

But when it comes to guys like Kabuto, Orochimaru, or Itachi we have to ban certain powers they had, namely Edo Tensei and KA.

It doesn't really matter though. In the chapter named "Kotoamatsukami", the manga explicity states that it is Itachi's jutsu that changes the course of the battle.

As trollingsage said, there isn't a period of Itachi's life where KA was under his control and working , That's realistically and literally .. If you're going to argue figurative hypotheses where all Itachi's possessions and and abilities are healthy and working ,then yes, it his power to use in a match.
