The "eternal genin" is an anime only character. I dunno if anime feats count in this site but oh well.
At the maximum Kosuke would classify as Jounin, maybe a high level jounin but thats it. I remember seeing water style from him and some cool sword dance attack. But that hardly takes on a MS Madara.And since you place no restrictions on Madara it is an official curbstomp.

Oh yeahhh one of the few filler I actually watched, wasn't this guy a beast? Well I'd like to say he wins because he was a boss but for 1 I haven't seen the episode for a long time lol, and 2nd even though he's cool and all Madara still beats the crap out of him. He's not exactly god level. So yeah what the dude above me said
