In the skies above, a thunderous storm begins to stir. It was only mere moments later as a sole bolt of black lightning struck the terrain. And from it, came out Mirabelle Blackthorn, her blue eyes glowing lightly before returning to normal. "Hmm...I was summoned here to teach someone Black Lightning Release?" she questioned, clearly confused. At first she didn't know what to say but alas she sighed and took out her sword, Kurokiba, as she started to surge the element through her body. "Please, do tell me about this unique energy. It's properties, special relations to Lighting etc..."
Black Lightning, not to be confused with Sasuke's senjutsu/yin black lightning, is canonically a Lightning Release variant created by the 3rd Raikage and passed on to Darui. Aaand thats pretty much all that was stated about it in official media.
Within the RP, black lightning is an Advanced Element. It doesn't have any weaknesses and has the elemental advantages of regular Lightning Release barring Heavens Earth and Shadows.

Black panther jutsu is self explanatory. The user creates a black panther created out of black lightning. It then pounces at the target and electrocutes them. The Double Black Panther is literally just using two of them via assistance from a shadow clone.
