Konoha's strongest period?

Is it safe to say that Konoha was strongest at it's very begining?
Konoha had prime Hashirama,Madara and Tobirama at that point..

I agree. I believe it was at its highest.

After the Third Hokage Sarutobi's second term, the villages military and economical power decline. I think during the First and Second Hokage reign the village was still developing. During the Third Hoakge reign, it was stable.

Obviously.... The manga even says
Hashirama: "If the greatest Clan, Uchiha and senju, join hands, there will be no one who can oppose us".

Senju was most powerful. Uchiha was second most powerful. So of course they were the most powerful village off the bat.
