Well man tbh I would say yes. Your list is a bit messed. I will revise this bit for you

Izuna has only MS and his powers are bit unknown. Nothing of Tobiramas fighting ability is known. Hiruzen was already stated stronger than him in the manga. Izuna and Tobirama should be below Jiraya and Oro. Hiruzen should be above the sannin. How is Sasuke below Izuna who we know nothing about with only MS and Sasuke has EMS. Sasuke and Itachi should be taking Tobirama and Izunas spots. With Minato right below them. There is more wrong with your list but I don't have time for it.

Izuna is ridiculously overrated. He was said to be equal to MS Madara - a shinobi you could probably liken to MS Sasuke. And how can you say you base it on hype and have Hiruzen so low? Madness.

As for Izuna, we don;t actually know that much about him, so i think that he shouldn't really be on that list... just because we don't have much knowledge about him
