I'm basing it off skills and base feats.Naruto has more power because of Kurama, which is why he could make those clones.Konohamaru is more analytical, faster from what we have seen(pain invasion arc), and clearly smarter.

Naruto used kuruma's power to summon Gamabunta, that is a fact that was stated in the manga by Jiraiya during their training before the chunin exams.Jiraiya words to naruto was he would "need the red chakra" as Naruto describe it ,for the summoning jutsu.Without Kurama chakra, Naruto doesn't beat Gaara.Not that Naruto could be Gaara when Gaara's was sane.When Naruto show up after Gaara had already turn into his partial biju mode.If Gaara fought how he usually fights, like he fought Rock Lee, Naruto would have died.And by skills set, genin Gaara without the One Tails is a superior to genin Naruto without Kurama.

12 year old Naruto wasn't battle smart, hell, 16 years old Naruto isn't battle smart.Battle smarts implies being smart throughout battle.Young Naruto made constant mistake during battle, mistake he continues to make up to now.Naruto has clever moments in battle, that's different from battle smarts.Konohamaru is more than battle smart, he's intelligent and highly analytical in battle from what has shown in the manga (Pein Arc).Konohamaru was able to break down an understand the mechanics Naraka Path technique and successfully set up a trap which allow him to defeat Naraka Path.Konohamaru did this all quickly while on the run from Naraka Path, something Naruto hasn't shown.


Konohamaru isn't a rough copy of Naruto.Konohamaru took on traits of Naruto personality after becoming his rival/friend/student.Konohamaru as a shinobi only resemblance to naruto is through the techniques naruto taught him.The clear different is Konohamaru shows a far superior level of intelligence, skill, speed, analytical ability at the genin level then Naruto did.


You might be right about Naruto using his own chakra for the clone jutsu, Naruto does have a large chakra pool, but that still makes naruto a character who sole shinobi skill is power.He lacks other skills as a shinobi, which is why 12 year old Konohamaru is superior in my eyes to 12 year old Naruto.
