Konohagakure's strength

In both the anime and the Wikipedia its states that only after Pain's Invasion Kumogakure then became the strongest village.This is based off of military strength which the leaf at 5 out of 5 stars.That dropped to 3 out of 5 stars after Pain's Invasion,but i really don't get it because Nagato used his Rinne Path to revive all the Leaf's Fallen Shinobi(with the exception of Jariaya).So why would have dropped.

Perhaps it's the lack of resources e.g destroyed houses, lack of weapons due to the village being destroyed etc..

I was either Jiraiya, or the fact that they lacked in resources and everything that makes up their ninja force.

Both Jiraiya and the need to rebuild the Village with a lot of resources. Jiraiya was feared even by the Akatsuki, obviously he'll be a huge component on Konoha's military strength.

Now that I think about it more, lots of things attribute to a village's strength. Because the village was still shaken up from the Pain siege, their defenses are shoddy and residents are without shelter. They didn't have much to go for in resources, but the hokage still made her ninja go on missions to make sure they wouldn't be perceived as weakened.

Yamato's job, on the other hand, was giving everyone wood for building houses.

But no village took advantage as they found out that Pain was stop by one Genin by the Name of Naruto Uzumaki so they had to take pause of that. Reevaluated the odds so to speak.
