Hiruzen in his prime or Minato
I'd say hiruzen since he knew all the jutsus in Konoha and in his prime he was stated to be the strongest Hokage ever. I ask because with edo Hiruzen has unlimited stamina and chakra making him basically in his prime

Minato, i like Hiruzen but FTG > All jutsu in Konoha.
Plus they kind of overhyped Hiruzen, he knew all the jutsu but that doesn't mean he could actually use them, otherwise he would have had all elements at very least and apparently that is only reserved for the Rinnegan.

Minato built a nice niche for himself, but I think if anyone can give him a run for his money its Hiruzen.
