First, can I submit a custom jutsu element without any training in anything?

What Rank do you have to be to submit a custom jutsu element?

Can a custom summoning be linked to a custom element?

What Rank do you have to be to submit a custom summoning contract?

The idea I have is to submit a Custom Element and have a Custom Summoning linked to it. It has to be summoned using this custom element as a sort of medium, without the element you can't summon the intended contract. I won't go into the juicy details as I haven't got all of them down, but can this work?

you must have training in all elements and such, due to you being kage ranked ninja you should have mastered all that by that time. and secondly a summon cannot be linked to custom elements like you want.
