It is between Ninjutsu and Water, both are highly repetitive. Though Nin wins by a slight margin for being the longest.

I would have said wind instead of water because as soon as you get to the B-Ranks it's "whirlwind this" and "whirlwind that". There's so many of them as well. But yeah Ninjutsu does beat it all

Nah, wind is less bothersome than water, because you don't have to get wet 100% of the time.

Nah wind, every move in the D-B section involved some form of firing a gust of wind, at least fire had some free manipulation moves. xd
