As you know nearly all the most notorously evil characters in naruto came from konohagakure including Madara, Obito, Oroshimaru, Sasuke, Danzo, Itachi (I know he is not evil but he is in the law of the ninjaword) and Kabuto.
All those charackters have a huge impact on the evil side of the story.

Why do you think it is like that?

Do you think the pact of senju and uchiha was a mistake as most of the evil characters are mainly uchihas.

Do you think the third hokage did not care for the people as most of the evil characters developed under his leadership.

Or do you think there is something else.

I think the theme is hokages students are the villains danzo is 2nd oro is 3rd, obito is fourth nagato and sasuke basically are if you count jiraiya and kakashi who both have been on verge of being hokage
