He just threw an entire clan in there...if my math is correct, the other four nations have a total of 35...Konoha has 17 (18 if you include Danzo as a Hokage)...but the added clan makes Konoha's numbers 17+ so we don't really know just how many that adds to them...just pointing that out...it makes significant difference IMO though.
