I mean just think about some of the things that have happened that you wouldn't think would happen in the village in recent years.
Things like this wouldnt have happened with Tsunade, Kakashi and Naruto as Hokage or just recent history in Konoha.
- Sakumo was shunned for saving the lives of his comrades instead finishing the mission. Which lead to him killing himself (Who do you think was Hokage when this happened? Tobirama or is Sakumo not old enough? How did this even happen? )
- Some Konoha ninjas beat up kid Gai because he threw a rock at them, they literally put him in the hospital. (WTF)
- Killed Hizashi to keep the peace.
- Uciha Incident. (Ok there were a lot of factors involved in this but still bad)
