[Theory] KONOHA should have been the DOMINANT FORCE!

Earlier, Gai could have made Konoha the dominant force by taking out the other 4 nations.

1.) Go 8th Gate.

2.) Kick the air until he is very high up in the atmosphere.

3.) Look down and use the vantage point to target the 4 nations.

4) Shoot Night Elephant at one nation, rotate a certain amount, shoot Night Elephant at another nation, rotate certain amount, shoot Night Elephant at another nation, rotate .....



From a single vantage point, he would be able to take out all 4 opposing nations. That is, he could have sniped them all in a matter of seconds, except that each sniper bullet is essentially a super nuke.
