Konoha shinobi that respects (law and order) system of their village?

We all know that Itachi did some bad things for the sake of the village, so we could say that he carred about system or at least for the Konoha people.But what about those characters? Do they care about system in their village? Maybe there's a manga/anime/narutopedia proof where someone of them talks about things that are related to that (my) question?
