Konoha orphanage question?

First things first, Hey everybody! It's been awhile since i posted anything on the base, been busy. but I have a serious question concerning the Konoha Orphanage. Well for 1. Why wasn't naruto nor sasuke admitted in to the Orphanage? 2. If an Orphaned kid came to the leaf would they go to the orphanage or not. 3. What dictates that a child can live alone like, naruto, sasuke and presumably lee. If this has been answered then please redirect me to the topic.

Also want to note, I know it was for a plot point that the Orphanage came up. But if we were to view from another angle and say it has always been there, then that leaves so many other questions.

*Bonus Question: If Root was shut down by Hiruzen, then why are ROOT members seen and acknowledged in the series? Please note, I'm aware of the Weary writing of the story at that point, but what would justify that they're still around with no consequence?

I'd say that there'd be a few logistical issues if Naruto was sent to the orphanage...if we assume Konoha has something vaguely resembling public policy, the Hokage would have to disclose Narutos parentage which would defeat the purpose of his remaining anonymous to avoid Minatos enemies.

I guess we can say there was some sort of blind trust fund in place that funded Naruto, either put in place by Hiruzen or Minato.

Sasuke is a similar case, Konoha was aware that Itachi was still alive, and I'm sure any Uchiha assets still remaining instead of being liquidated and consolidated would instead pass on to the last surviving members of the clan.

Outside these special cases, I'd think the orphanage is reserved generally for non shinobi orphans, Kabuto and the other one who's name escapes me being special exceptions...

Bonus Question: Root continued to operate even after publicly being disbanded by the Third Hokage. It's one of those delicate political situations where given the relatively short time between Hiruzen's death and Tsunade being appointed/Tsunade dying, there wasn't really any time to address a rogue sleeper cell within the government. They had bigger fish to fry. So yes, it's only logical that other shinobi would know and acknowledge Foundation operatives, even if they weren't sanctioned.

First things first, thank you for the professional approach. I ask about Root because if it was shut down, Fu and Torune would still be missing and that will strike issues. So what about that detail? Also who would've raised naruto then?

First, naruto was under protected by hiruzen and his anbu black ops because of kurama and minato, second same as naruto, sasuke was under protection of hiruzen too from orochimaru and danzo.

Second, if you went to orphanage, you still have a choice to leave, like sneak out or just run away and become homeless

Third im not sure, but lee I think he was working or someshet then he just decided to learn the ways of gai and became a taijutsu ninja or he just have some relatives

Just the existence of konohas orphanage under the rule of kabuto would change a lot of kids, cuz kabuto was been there he experience everything to experience and he got a heart that he doesnt want this kids to experiece what he experience like him and itachi.

Root? Who gives a f about them.

Welcome back I guess.

I'm pretty sure it didn't exist until recently. The only other orphanages are in remote areas barely with in the limits of village protection. Hence they are able to live alone or however they can i.e. Naruto living alone with Iruka and the 3rd Hokage watching over him in the shadows. I guess you could say it was answered when they discussed Kabuto's origin.

Furthermore if a orphanage was to be allowed/created previous to Naruto(last) creating one ,with Kabuto as leader along with his "brother", then who would adopt Naruto a jinjuriki and Saskuke the "last" Uchiha? Furthermore they both require special attention and supervision due to there situations.

ROOT was a sect of the Anbu Black Ops so all of them were simply moved over to the Anbu, granted some remained loyal to Danzo and as such had a secret ROOT operation ran out of the Anbu headquarters. They weren't acknowledged as ROOT but as Anbu throughout the Manga unless the person talking was loyal to Danzo.

Simple answer plot, and kishi didn't think about an orphanage and didn't want it to be a part of Narutos back story.

In series answer Hiruzen took care of them considering the special circumstances of kurama and itachi

Another important thing to keep in mind is not, "how" Naruto and Sasuke were able to live on their own, but "How Long."

For Sasuke this time frame was significantly shorter, but if we treat Konoha Shinobi as an Armed Forces unit, Naruto was technically only on his own until the age of 12 at which point he graduated from the academy and basically engaged in deployments "missions" with his team which acted as a sort of surrogate family. Indeed that's the point of the four man cell, to live and work together until your teamwork is seamless. Really the only time Naruto would be alone is during his leave time between deployments.

We never have a canon introduction between Hiruzen and Naruto, and during his academy years, Naruto is comfortable enough around Hiruzen to taunt and argue with him, so it may even be safe to say that Hiruzen dropped in on Naruto from time to time in the same way he did with Iruka.

So I guess that the state will take care of you it your parents were war heroes, but otherwise they tend to lose track of you. Oh well.
