Yes they are.
They taught Naruto nothing tangible,they despised him.when he went to stalls,they throw objects at him,with Naruto bleeding at every encounter.They hated him for no tangible reason.
When he even attended the Academy,they gave him questions meant for Higher Ops,and they Ended up failing him at the End,they treated him harshly,just like a caged animal.The only people that Really Help him and Warmed up to him at the begining where Jiraiya,Kakashi,sasuke,hinata,sakura,iruka,hiruzen,teuchi and Ayame,Konohamaru,kiba,chouji,shikamaru..See,I can even count them.
Naruto should have left konoha,I will never understand why the brat stayed.He could have gone to kumo,where the jinchuuriki's are literarily adored.
During Pain invasion,Naruto saved them.
During this war,Naruto is saving the world as we speak,without him,the war would have been lost.
The truth is that Naruto should have followed sasuke,because konoha does not worth him,there's an adage which says you never know what you have Untill you lose it!
