I'm not saying he was discrediting sasuke. kakashi was around for most of the fight. So he saw sasuke take part. But the rest of the world and konoha didn't see much of sasuke. They saw naruto though Cuz naruto was very active before everyone got put in IT. So the kages would have had to take kakashi's word for it (in a hearing). Kakashi is unlikely to go round spreading tales of sasuke. But other people who did see naruto would. That's why I think naruto would be way more revered. I know sasuke played a major part in the war. But majority of the people would not know this.
Also I'm saying that since sasuke is hardly ever seen and hardly spoken of, there is less chance for his through power to be known. Think about when Itachi came to konoha for the first time, no one had seen him since the uchiha massacre, probably hardly spoken about. Yet, kakashi, kurenai and asuma thought they stood a chance against him. Cuz no one knew his true power, not even close.
But if it's widely known he now possesses the rinnegan, then many people may think he's above hokage level. But even with this, what they think of his power would be nowhere near the perceived power level of naruto. Simply because everyone talks about naruto, everyone loves him, and they see him in action. Sasuke in comparison is a ghost. nobody sees him.
Even shin was sent to see how powerful sasuke is. I doubt he'd have to do that for naruto. Everybody knows.
