Why are people rating Kiba so high? Fang over Fang isn't Taijutsu.

In case anyone's curious as to why
1. Obvious reasons, he trained it the most out of any of them.
2. Gentlie Fist, every move ever shown by a hyugga was taijutsu.
3. Reckless but durable, shadow clones used effectively to make openings(part 1 obviously)
4. All around skilled, sharingan helps reaction time.
5. Gentle Fist and Hyugga clan again but not as skilled as Neji so it doesn't put her over others as easy.
6. Stated by Shikamaru(the smartest of the K11) in part 1 that Chouji had the greatest physical strength but lacked confidence, also he was pretty much taijutsu only.
7. Her strength alone puts her above the remaining K11 in terms of Taijusu simply because they couldn't handle her in a fist fight now.
8. Root trained, ANBU groomed to assume he isn't skilled in taijutsu would be crazy but he uses weapons more which is why the(some may consider) low rank.
9. Seemed about right to me, he's stronger(physically) than the remaining people and uses more physical attacks then them.
10. Should have a basic taijutsu ability to help attach shadows.
11. Uses weapons more so than anything, unsure how well she is in a taijutsu fight.
12. Long range fighters are not typically good in hand to hand situations.
13. Her whole fighting method is to possess the enemy need I say more.
