I KNOW THIS IS LONG BUT BEAR WITH ME PLEASE!
Firts of all, i ranked the ninjas based on their overall abilities, meaning combat, support, contribution in teams, analytical abilities and personality. So here it goes.
1. Naruto- Kyubi chakra,Rasengan and Shadow Clones. No need to explain any further, it is obvious.
2.Shikamaru- great tactitian and has a very good sense as a shinobi. Maybe not so good at one on one with faster and stronger ninjas but the thing that puts him in from of others, who have techs that deal more damage, is that he can come up with a tactic very fast and he can also make use of the abilities of him team to their full extent. Plus he got to be a second commander of unit 4 so it shows just how good he is.
3. Neji- Byakugan, superior gentle fist techs, great chakra control, rotation tech, great at close combat and, although we saw little of his progress because he has no screen time whatsoever, pretty good at long range attacks as of Shippuden. He is also the only one to become jonin so i think he desers to be third.
4. Choji- In the war arc we see how strong he truly is. His butterfly bullet tech is excellent and he has contributed a lot to his division. Maybe not as smart as some would like but his strenght puts him over the others. Also he is to kind haerted and someone reluctant so that is why i decided to put Neji in front of him.
5. Shino- very intelligent, has a great arsenal of techs. We did not see much of him but his insect abilities are very good. Also, like Shikamaru, I think he would be a good leader.
6. Ino- she has proven to be very helpful and has helped bring down Ginkaku, Asuma and even stopped Jubi for 2 seconds. Her mind transer tech have developed over the time skip and she is very good at team battles. Also she knows the mythical palm tech so she can even back up her teamates if injured. During the series she has also shown that she has some sensing abilities, so at times like Akamaru she could tell the strenght of the enemies by just their chakra. Maybe not good at 1 on 1, but like shikamaru in team battles she is an exceptional kunoichi. And she is a very decisive person.
7. Kiba- he rushes into his fights, but he has proven to have great techs that deal a lot of dammage. We didn't see his development after the time skip but he is a great ninja to have on a team. Along with Akamaru he is an excellent tracker and i believe that in the future, he could become a formidable oponent.
8. Lee- he is an excellent taijutsy user and very fast but i put him this down because he has not shown any sign of analytical abilities and always rushes in the battle. His gates can beat probably several of the poeple above and he is awesome at 1 on 1 but in the battles where there are more people involved his rushing can get into the way and kill him and his teammates. Also, he has no talent for nin and genjutsy, meaning he can be easyly overpowered by a genjutsy user, making him in that situation a burden.
9. Sakura- Now i have had a hard time thinking about this spot but i believe Sakura desers it. She has shown to be an excellent thinker and one of the best medics in Naruto. She is a good kunoichi to have on a team and her strenght puts her before Hinata. Also a good genjutsy know how but the thing is that she often takes some actions that are impossible for her to do, resulting in failiure.
10. Hinata- now i like her more than Sakura but i think that overall she contributes less than the characters above. Her Byakugan is even better than neji's and she has improved her close combat and the art of gentile fist but the reason why she is so low on my top 11 is that she is not confident and we never see her charge into battle, except when she faught Pain where she was a boss. Anyway i feel like she has the weakest sense of being a shinobi but i hope we see her being a mother****er, bacuse out of all the kunoichi she has reatest potential to be as strong as boys.
11. TenTen- She is a pro at weapon using but we didn't see her other skills. Durting the war when she got the fan, she was a boss but i feel like anyone with that fan would easily beat stronger ninjas. She has shown to be smart but overall the weakest of Konoha 11
