no it depends on how you gauge them if its just on pure raw strength then Naruto, Sakura or Choji would be top 3 if it was intelligence then Shikamaru, Neji would be first and second so you need to first state with regards to how and what topic you classify them, But i disagree with you. It's feats this and feats that. tsunade has more feats than hiruzen so tsunade is stronger and that's that...NO! Hiruzen considered the strongest kage of his generation. God of shinobi. Had the longest reign as hokage and the village is still standing. Feats don't mean everything. she had a draw with Ino in the chunin exams. Why Tenten is not below on this list blows me away.

I think choji is useless. The aburame dude should be above him and hinata.
