In this case Kishi really really overextended the bounds of logic as far as a jutsu, just by the sheer disproportion of the feat in regards to the character that did it. Just preparing or collecting the 600 billion explosive tags is in and of itself the single greatest feat of prep that's ever been done in the manga by an insurmountable margin.

Honestly the means by which she either collected or made those explosive tags, is far more intriguing than the technique itself. If she actually did it by means of some kind multiplication jutsu, then that jutsu itself would be massively more OP than the paper ocean jutsu.

She wasn't very proactive. She mostly stayed by Yahiko even before the attack on Konoha, and when she wasn't I think she basically stayed in the Rain village.

But dude it would have been hot seeing Hinata fight this chick. Imagine her getting paper cuts on her jacket. I would have loved it.

I think this is the most ridiculous of such occasions in the series, makes everything else seem palatable by comparison lol.
