Konan has paper bombs mixed in with the papers in her body which allow her to make explosive clones as well like she did in the Konoha invasion. Her paper attack was able to overpower Jaraiya's fire and her paper has some resistance to water as well if she's able to use it in the Rain.
Being airborne and virtually immune to physical attacks along with the explosive tags in her body is why I consider her to be the strongest if not one of the strongest Kunoichi. That's without the 6 billion paper bomb Ocean since that trap is located specifically in the Hidden Rain. Not to mention her ability to camouflage her paper along with paper bombs.
