I doubt it, no clan has ever been shown to use it, Konan has a rare ability like Hashirama. Imo it's not a coincidence that Nue can use paper jutsu when the monster she's linked to has mokuton.

It's likely a unique ninjutsu like Kidomaru's spider sticky gold(Yes, it's listed as a hiden). All her paper ninjutsu aren't listed as KKG or anything like that, just ninjutsu. Was it stated in the episode, that the bureau*chief was able to manipulate the letters because of mokuton?
