Yeah Tsunade's got it, not without difficulty because she is stubborn and it takes her longer than other's to discover enemies weaknesses. (She works best when teamed with intellectuals such as Jman and Oro.)

konan was a missing nin in the rain village. the fact tsunade was more famous is the only reason she was called stronger. konans immune to physical attacks as she can continue fighting even when only her head is solidified. since shes made of paper and can fly, acid has no effect. not even fire hurts her. and the acid can be intercepted by a rain of paper arrows anyway. or by paper bombs to blow it back at tsunade. konan is quick to figure out tsunade does have a weakness and thats stamina and the fact she relies on close combat. konan can cover her in paper and suffocate tsunade.
