Who does Tobirama summon again?
IMO Konan wins this due to location.
Fighting over a ocean really makes Tobirama's abilities ineffective. Any kunai thrown will just end up deep down in the ocean becoming useless to tobirama.
Konan can levitate so if Tobirama wants to get to her he needs to throw a kunai towards her which she can easily deflect with a paper shuriken.
Also water isnt really putting konan down.

Tobirama has all the elements at his disposal. You'd be stupid to think he won't use Katon on Konan constantly after seeing her paper body. Not to mention the massive speed difference.

So what? The fights he'd been in he never needed to use katon. Here he will. As I said, you'd be stupid to think that Tobirama can't use Katon on the level of Hebi Sasuke at least. Speed difference is a factor. Tobirama can easily avoid her attacks and keep using elemental attacks to keep making her waster chakra containing her paper form. Tobirama wins low diff tbh
smh at this distance the fight won't even take for 2 seconds.

It doesnt mean anything. Manga feats are needed. If you want to use that DB chart then same should always be said for every other character in VS. Which it isnt.
Not to mention its raining constantly so the katons are weakened.
When has he shown to be fast on very wavy water. We have seen ninja run across perfectly still water.

As I said there was no need for Tobirama to use katon in his battles. He was inventing new techniques left and right. You shouldn't say he at least can't make basic katon.
And if the katon argument won't satisfy you, Suiton still works. By cutting Konan's body constantly, he'd force her to keep her paper form up, constantly wasting chakra to just not die.
Because droplets of water would weaken fire of this magnitude

Amaterasu had to engulf Sasuke's entire katon, and you can see the size is pretty big.

Normally OP would give this. ie- ET is not restricted and tobirama can summon 2 fodders or 3 fodders. I was just questioning to make sure he didn't want it restricted.
She is already using chakra to fly and stay in a paper form anyway. Tobirama constantly using suidana only makes him less fast on an already shaky base.
How are you going to say he can at least make a basic Katon then show me Sasuke's katon which is far from basic.

Show me someone in the manga having trouble fighting on water. Genins like Naruto and Sasuke were fighting on water in vote 1, without any problem, and you're telling me water will make Tobirama slower? smh
That's just a basic fire stream. A fire ball is the most basic katon.

Konan has the chakra to be able to keep her paper form throughout all his water attacks. So at the very least she wins S1.

Because Tobirama isn't far superior to the likes of Hebi Sasuke. Or that non uchihas have shown katon stronger than the likes of Itachi and Sasuke. Characters weaker than Tobirama in terms of chakra levels and chakra potency.
While we're at it let's also give Minato Katon's beyond Sasuke, Futon's beyond Temari and Raiton's beyond Kakashi. After all, he's superior to all of them by a large margin. Your logic is clearly wrong here. We don't know how well he can use Katon, so saying it's on the level of an affinity user (which Tobirama is not), let alone an Uchiha, let alone a Senjutsu enhanced prodigy Uchiha like Sasuke, is completely ridiculous. Start supporting your arguments or concede, because right now you're arguing straight fan-fic. And which weaker characters (inb4 Hiruzen) have shown Katon's stronger then Uchiha's? Name me one, a non-affinity user.

Kakuzu has shown better katon. True that he has the heart for it, but it doesn't mean just because someone's primary affinity is a certain element, others having the same element as their secondary affinity is automatically weaker. Kakashi's primary affinity is Raiton, but his doton and suiton are top notch. He was matching Zabuza, someone with suiton affinity. Kakashi's suiton was blocking Kakuzu's wind/fire combo, even though water isn't his primary affinity.
