Thts a fair point but its known tht shino is pretty smart so he may have a tactic under his sleevekonan can mix paper bombs with ordinary paper so the insects would die. She could also directly attack shino and end it straight away.
We also don't know at what time period between those two chapters he became an instructor. Also, there's the gap, between Konan's death and current Shino (in which a decent proportion of that, he definitely wasn't an instructor). But, anyways back to the point, since when "does not participate in missions = not gaining experience?" For example, he could have been developing himself without partaking in any war. Actually, on the other hand instructing (probably multiple classes), the same things over and over can lead to him getting even better at some key points. He could potentially be rusty, but it doesn't mean that he hasn't gained more experience. The way I see it, using abilities = more exp, no matter what way it was gained.What experience?
