Before we judge without thinking (looking at you Genii and Trunks ), please consider a few things.

1) She can become intangible or are hard as steel
2) Her flight is a lot less fragile than Gaara's
3) She can merge through the sand if he manages to capture her

Konan's Abilites​

-Dance of Shikigami Transformation v1
This is a transformation created by Konan where she turns her entire body and clothing into thousands separate sheets of paper. This allows her to take on any shape or form. This gives Konan verstaility in battle like no other, this transformation gives many advantages Konan including :

-Having superior to speed to many except if they specialize in it e.g. Third Raikage.

-Able to restrain people with her paper body and if necessary can explode on them at point blank range and using a clone if necessary.

-Ability to travel long distances by folding each individual sheet into butterflies or birds.

-Hardening the sheets to the point of steel able making them useful weapons e.g. arrows, spears and shuriken.

-Soaking herself in water to become immune to Fire Release Techniques

-Flight and Levitation
Konan can also use her dance of Shikigami transformation to both levitate and fly by becoming almost weightless, it can be used as a method to avoid volleys of attacks by turning each individual sheet into a butterfly making it easier to evade attacks.

Also this can be used as a counter against Oonki's method of flight as it is superior in many ways including:

-Being able to travel at faster speeds

-Travel long distances without fatigue

-Move in a separated state of individual sheets

-Ability to create false environmental Surroundings
Konan has been shown to be able to produce and fold enough paper to mimic environmental surroundings, allowing her to create false terrain in which someone can hide, this can be used to sneak up on Oonki or hide whilst she bombards him with explosive paper clones.

-Intelligence
Konan has also shown great feats of intelligence, correctly deducing Tobi's S/T Ninjutsu, working out its weaknesses and creating a technique which would of killed him were it not for the interference of Izanagi.

Large Amount Explosive Paper Clones
Konan has shown the ability to create a battalion of paper clones all at once during the Pain Invasion Arc whilst fighting the Aburame clan. This allows her to let them fight in her place and use her restraining ability to suppress many opponents all at once. She can also further their lethal capabilities by equipping each of them with explosive tags to catch the opponent off guard when being bombarded with Paper clones.

The restraining ability also possessed by the clones can be used in conjunction with their explosive capabilities mean that multiple explosions can be used to bombard the opponent once they are captured.

-Angel Mode Transformation v2
Konan can also further her Dance of Shikigami transformation to another level which creates massive wings which further enhances her weaponry. This allows her to do many things e.g. furthering her flight capablites, being able to shoot multiple shuriken from her wings.

I'm gonna put my money on Gaara for this one, konan doesn't have any jutsus that could penetrate gaaras defense and will eventually wear herself out trying to do so.

It come down to chakra and i think gaara have more chakra than konan and gaara always have being fighting exploid people and the sand pretty much can tank every exploid konan use and ithink gaara is fast enough to catch konan and keep her down.

Paper can't be hidden in sand as easily as clay because they aren't made of the same substances.

Konan can fly and can use paper bombs which are = too or more proficient than that of Deidara's and Gaara's defense will not be handling that. I really will say Konan > Gaara Low-Mid difficulty. IN MY OPINION

I also understand Gaara can use sand to fly but what is really stopping a stream or cloud of sand from being blasted? Surely a barrage of paper bombs will do the job if a few isn't enough.

Konan has nothing that can penetrate Gaara's defence. It is a bad match up for Konan just like the umbrella dude who got killed by Gaara. A lot of people are saying that Konan will eventually be able to get through Gaara's defence by spamming paper bombs. Using this logic, Tenten beats Gaara.

Konan could become intangible but Gaara can easily seal her in a sand pyramid or bury her underground so that she can't escape. Although she does have flight, Gaara can use sand shigure to cut her down back to the ground.

Gaara wins low-mid difficulty.

if she uses her dance to turn into sheets of paper,then gaara would simply use sand drizzle,since he shoots out individual bullet shaped sand,he can hit her in paper form,or he can use his rain of sand of sand hail,taking advantage of the area of attack to hit the paper around him. Also if she turns into her paper form,how would she hit gaara?,he has sand clones too,in that for,,she surrounds the enemy with her paper to suffocate or hides esplosive tags,sand sphere would protect him from both,his sand easily blocked explosive tags when he himself could barely control his sand powers,i dont think they would be of use here. Gaara can also bring the sand to the sky,like against deidara,and protect himself,remeber his sand sphere was also formed in the sky too. He could fool her with sand clones(he fooled the mizkage,twice),and then ambush her,he can hit her individual paper with sand drizzle or sand bullet,if she is everywhere,he can use sand hail. He can outlast her as well since he has more chakra.

She can harden her paper to steel-like quality?,gaara blocked kimi's bones which are above TEMPERED-steel like quality at 13.

I thought Konan's flight speed was pretty slow. Jiraiya got her easily. Gaara also has sand armour on if his primary defence gets bypassed.

She isn't avoiding a massive sand tsunami.

I thought that move was restricted. Also no those paper bombs won't do any damage to susanoo. It doesn't matter how many there are since 0X1000000=0 just like 0X1=0.
