So let me get this straight. Deva Path can one-shot a village, or 3 Boss Toads, but can't obliterate a single paper-made body that can be destroyed by explosions.

Since konan is paper.
Shinra tensei would work but it simply would not hurt her.
Shinra tensei is just a pushing force, paper floats in the air .
Konan would not be hurt cause paper is light.
Its like punching a feather in the air, it simply does not hurt the feather.

Problem here is that konan is made out of paper, physical attacks is the one thing she is immune to physical attacks.

Deva path which is superior in physical attacks have no means of using Shrina tensei or banshou tenin to beat her.

Even CT (which is restricted) can be avoided by the mere fact of flying out of its range.

However...

You have no restrictions on Gedo mazou.
