She is a terrible match up for her , Konan papers are as strong as any other weapon , just because its paper doesn't mean it weak , just look at Obito & his black rob , Tsunade will never get a hit on her , she is a close range character , while Konan is both & can change her range in seconds , her way of using paper bombs is extremely underrated , the prep time excuse is lame .

I'm not biased, I know Konan shits on Tsunade with prep time, but without it she isn't beating her. Since they can't touch each other, this comes down to who has more stamina, therefore Tsunade clearly has the advantage.
This definitely depends on prep time. Though, prep time for Tsunade would probably be a mixture of trying to store more chakra and creating poisons. So Konan would have the better prep time here.
But without prep time, this is without a doubt a battle of attrition.
And the way the ladies play this game probably determines the fight. Since Konan flies this is largely on her part. Here's what I mean:
Konan is using paper constructs as weapons. So as far as attack capabilities go, it's approximately the same as hurling a multitude of ordinary weapons (kunai, swords, shuriken, daggers, spears) at an opponent. Which means if Konan tries to make this a long distance battle, one in which neither Tsunade nor Katsuyu can ever touch her, then Konan puts herself at a disadvantage. Namely, that it takes longer for her attacks to ever reach Tsunade, which in turn makes them far easier to dodge .The further out the projectiles are, the easier it will be for Tsunade to avoid them.

And if Konan opts not to attack at all in order to preserve chakra, Tsunade can do the same.
Now Konan could choose to fight in close quarters combat, but that too has it's risk. Tsunade is a master combatant at close quarters. It is her forte, and Konan has not shown herself to be quite so skilled in taijutsu to adequately stand toe to toe with Tsunade. Now, some may argue that Tsunade could never hit Konan because Konan can turn into paper. But Tsunade tends to have a notable habit of hitting be by surprise. In fact, it's a pretty reliable staple of her combat style.

So, Konan needs to watch out for attacks of that variety. But the bigger problem that exists with Konan taking on Tsunade in CQC is it's still a battle of attrition. And it only gives an advantage to Tsunade. Tsunade outclasses Konan at this distance, and Tsunade need only attack, whilst Konan must constantly dematerialize into paper. Regardless, of which takes more chakra, and it's likely a full transformation of ones body to paper takes more chakra than a punch, we know that in this fight it is Tsunade who has the chakra to spare. Furthermore, another reason why CQC isn't in Konan's favor is because she has to actively dematerialize it isn't an automatic process, so physical attacks can hurt her. Which means if she slips up even once, and doesn't anticipate Tsunade's attack fast enough or at all the fight ends.
The place where Konan would want to have this fight is probably mid distance. Mid distance has the problems of long distance but to a lesser degree for Konan. Tsunade can still see the attacks coming, but she has less time to respond. That said, an injured hemophobic Tsunade was able to respond to Orochimaru's attempts on Naruto's life, with a smaller distance gap, just to give an example of why attacking from a longer distance is problematic.

Another problem that exist is again chakra usage. At mid-distance all of Konan's attacks will be paper attacks which means she's using both physical and spiritual energy aka chakra, whereas, to avoid said attacks Tsunade needs only use physical energy. Which would put less of a strain on Tsunade. The advantage though, is that it would be significantly harder for Tsunade to surprise Konan in CQC. It is a mid range that Katsuyu becomes Tsunade's greatest asset. Defensively and offensively. Not only can Tsunade avoid Konan's attacks, but Katsuyu could shield her as well, without any adverse effects for Katsuyu. Additionally, at Mid Distance, portions of Katsuyu can keep pressure on Konan forcing Konan to continually use chakra and be divert attention from Tsunade.Konan's paper bombs aren't worth fretting over excessively as paper bombs, are great in large numbers, but are not greatly significant in smaller ones.

Tsunade has tanked the likes of the Sword of Kusunagi, Susanoo swords, and Yasaka Magatamas so I don't particularly see most of Konan's arsenal being effective against her. Now Chakrams, may be useful here but that also demands CQC which is apt to go in Tsunade's favor. Generally Tsunade has an arsenal that will allow her to outlast Konan.
