1. I would say her ninjutsu isn't defeating her apparent weakness.....on the contrary, she's creating a barrier. Konan sacrifices paper in order to build a wall of it...which is continuously burned by Jiraiya's fire jutsu.
2. Her paper form does grant her a measure of intangibility; however, this defense can turn to be risky. The length of intangibility depends entirely on how much paper she currently has left. For example...during her suicide bomb on Obito....she noted she planned to kill both of them meaning had Obito entirely absorbed her...the blast would have killed them both...this negates the concept of intangibility.
Most likely, Konan's body basically is transformed into paper...if she does not have enough paper left after an attack...she's virtually losing limbs. As a result her ability to "slip through attacks" is limited to how much paper survives the attacks.
3. She can attack during paper form; however, this takes away from her total paper count which brings her closer to vulnerability. Against high ranking Shinobi like those listed....this can be fatal if used on those with high area effect jutsu.
4. Similarly to the previous points...Clones take up paper....less paper results in a continued drain on her resources. Also, the explosive clones were for the most part ineffective even on the Aburame clan members she faced in Konoha.....many Akatsuki Tier shinobi and Kage are going to be wary of ploys such as this if the Aburame were also able to avoid it.
5. Paper Limit: Konan doesn't have an infinite supply of paper....and honestly, we've only seen her fight on her home turf where she's packing BILLIONS OF PAPER under the ocean/lake of Amegakure......when she's out on travel...there's no way she can store an unlimited amount of paper for combat. As a result, throughout a battle's course, she slowly loses her ability to be intangible, use jutsu, or dissipate.
Additionally, as I've mentioned, destroying the paper effectively works the same as destroying her...as the less paper present means the less she's able to regenerate.
Sasori: Sasori may have trouble due to his poison being less effective....however, he still has his flamethrowers as well as hundreds of puppets at his disposal. These can be used to continuously cut down on her Paper supply.
Deidara: Deidara's explosives may not damage her at first, but once again they demolish her paper reserves. He also has flight which nullifies her angel wings. Konan, as a human, must breath and as such....to some degree, the C-4 Karura will have an effect on her if she shifts out of paper form. Deidara also has the small bats that can be used to consume the paper as well as explode themselves.
Hidan: Hahaha...yeah she beats Hidan
Hanzo: Hanzo at his greatest level mopped the floor with the Sannin and a platoon of Konoha shinobi without a scratch. Even during his fight with Pain...Jiraiya was baffled as to how Hanzo lost. Additionally, Hanzo's full arsenal has never been seen, but it is known that he was ingenious with paper bombs himself....so I would expect him to have a fair bit of knowledge or know-how against Konan. He's also captured her in the past so he knows of her style. Finally, Ibuse's poison.....it will effect her because she will have to breath at some point.
Kakuzu: Earth Spear virtually nullifies her arsenal of explosives...Tac on his fire-wind combo (stronger than Jiraiya's fireball) as well as its range and it takes a huge toll on her paper. Additionally, his wind mask can be used to keep the paper scattered preventing her from solidifying for her stronger attacks. The Raiton Mask is also capable of hitting multiple targets...and thus more area effect. His Ragdoll body also gives him some immunity to her more slicing paper techniques.
Tsunade: Her Strength of 100 men and her Miotic Regeneration give her virtual immunity to Konan's style. Combined with Katsukyu's acid, her own large pool of chakra, and physical strength....I would say Tsunade has a good chance; however, Konan's intangibility does give Tsunade a far harder time of dealing with her.
Hiruzen: He has displayed a fair amount of area effect jutsu such as his recent Shuriken bunshin jutsu as well as his fireball techniques. He was skilled enough to deal with Ay, Oonoiki, Yakura, and Gaara's father as rivals so I'd say he has the versatility to dodge against Konan while working on area effect jutsu.
Minato: Running into Tsunade's problem of limited large scale moves...it comes to him with timing. With FTG...Konan can't really hit him as well. He also has the potential to use the Space-Time Barrier or even mark some of her paper with his seals......Konan doesn't stay paper mode 100% of the time so he'd have to wait.
Oonoiki: His Jinton is far too much for Konan...combine his Earth Defense, flight, and large scale Jinton, and he's defending himself while erasing Konan's paper. I'd say he's a bad match for her.
Ay: Similar to Tsunade and Minato...he is a Taijutsu/physical type meaning he'd have to time things. However, Konan probably cannot touch him with his speed. I'd give Ay this one due to his immense speed and his sturdy Raiton Armor.
Hashirama: NO QUESTION......his Flower Tree World defeats her as she HAS TO BREATH. Also, his Mokuton can absorb Chakra which means he can slowly absorb the chakra in the paper. Between all of his large scale Mokuton and his own healing prowess......I don't see him losing.
