No Gear 2nd Luffy doesn't have full body Haki.​

So can Vergo and Pica use Gear Fourth without having the Gomu Gomu no Mi?

Haki isn't exclusive to Luffy. It's got nothing to do with gears. Red Hawk is also exclusive to Gear Second.

So basically you think G4 is G2...

Gear only advanced Luffy abilities. Gear 2nd made him move faster and stronger Gear 3rd made his limbs bigger for more power behide them. Gear 4th will expand his Haki abilities i see why not.​
