Mihawk low diff. He can't even damage Mihawk with his weakass kicks that could barely hurt Luffy even with hardening. Offensive power is one of Doflamingo's primarily weakness, let alone without his devil fruit. On the other side, i'm fairly certain Mihawk can still use flying slashes even with a knife giving him better range game. It will just be weaker and in close quarter combat, his stats are higher in every aspects
