lol man please stop saying that crap hiruzen is no god of shinobi, he is very weak and idk how he was chosen to become kage, he has done nothing great in the series and only weak ninjas like iruka acknowledge him and call him the strongest when clearly he is not
any one with a brain who reads the manga can see hiruzen is not the strongest hokage, not the strongest kage, not the strongest anything

Hiruzen isn't overrated... Kishi hyped him up to be the the strongest kage....At old age he held his own against 2 kages, and enma commented his performance was horrible compared to his prime

"Prime" Hiruzen is stated to be the Strongest Hokage in the Manga, twice in the first "Naruto Hiden Rin no Sho Character Official Data Book", and in the Second "Naruto Hiden Rin no Sho Character Official Data Book". He also holds the title "God of Shinobi" which has its own implications about his strength vs the other Hokage.
Hiruzen is a Master of an Immeasurable Amount of Jutsu
Orochimaru states that Hiruzen earned the title of "Professor" because at the the time he gained this title he knew of all the Jutsu that existed in the Leaf Village and could use them all proficiently. Ebisu also states that Hiruzen has mastered over 1,000 Jutsu. Even if you believe this to be a hyperbola, it still shows that Hiruzen has mastered a huge repertoire of Jutsu, possibly more than anyone else in the entire Manga.
Finally the Author himself mentions in the second "Naruto Hiden Rin no Sho Character Official Data Book" that Orochimaru would have been killed by Hiruzen, if Hiruzen was only 10 years younger.
Old Hiruzen Was the Strongest of the 5 Kages

Even when Hiruzen was Old and Handicapped by Age, Kabuto indicates that Hiruzen was still considered the strongest of the 5 Kages. Considering "A" and "Onoki" two very powerful Shinobi as we have seen in recent chapters were Kages at the time, this is very high praise.
One can also see why he would be considered the strongest, in the fact that he nearly defeated Orochimaru who had prep-time and knowledge going into the fight and the fact that he was able to seamlessly counter all the jutsu that Orochimaru, Tobirama, and Hashirama threw at him.
Conclusion
I believe that we should take the Authors words for it that "Prime" Hiruzen was the strongest Hokage until shown otherwise. This is not to say the other Hokage couldn't give him a run for his money, but he is ultimately indicated to be stronger than them.

The Manga Stress that Hiruzen's age was hindering his abilities in his fight with Orochimaru countless times. Its implied that Hiruzen would usually use a Kage Bushin for any type of direct assault, but now he is so handicapped by age that using just 2 Kage Bushin is enough to shorten his lifespan. The manga indicates that Hiruzen Stamina/Chakra Supply is greatly handicapped by age and so is his physical capabilities. Holding Enma in polearm form has now become a daunting task for Hiruzen that strains his body greatly after only a few minutes of battle.

Orochimaru and Jiraiya both know the Five Pronged Seal Jutsu, and I have a hunch that Hiruzen taught it to them.
It's a jutsu produces a powerful seal that is used to block or disturb the flow of chakra in a target which means goodbye Kyubi Mode.
If Naruto got hit with this it would be all over.
