Lightning works similar to how we perceive lightning. Considering they/we use chakra to emulate that phenomenon, it is much slower but still quite fast. It is produced by increasing the vibrations in one's chakra and like lightning, manipulate it to pierce and/or move quite fast. We can also create other effects such as numbness and/or paralyzation. Lightning in our rp has two forms, unfocused and focused. Two good examples would be chidori nagashi (unfocused) and Raikiri (focused). Lightning is naturally weak to wind as it insulates it (dissipates it?) and strong towards earth as it can either break it apart or pierce through it. Water conducts lightning real well so it is considered a good combo in our rp. Fire, considering it is mostly energy is neutral towards it (right?) as they basically pass through each other however, there are exceptions.
I think that's all I know off the top of my head.
Yes. Usually same ranked fire/lightning technique cancel each other out, unless there's a specific circumstance that gives a technique an advantage. Regardless, very well done, I like your originality.
Now, we are moving onto the techniques. All I want for you to do is to perform the technque in your best way and analyze it. We'll go 3 techniques per post.

(Raiton no Jutsu) - Lightning Release Technique
Cee channels his chakra towards his right hand. Using nature transformation, he focuses on the aspects of lightning and releases small sparks as he begins to toy around with this new feeling. After being satisfied with his results, he begins to take a bit further and increase his chakra output to begin creating bolts of lightning. He then aims towards the ground, his face focused on the spot, and releases a couple small bolts at it and break pieces of the surface. He smiles at his progress.
While small, they are stil useful especially if you use them strategically in a taijutsu fight. Even though they can be used up to mid range, they kinda lose effect though it still largely depends on what you use it for. A good example is if your enemy is standing on a puddle of water or is wet then use this technique. It would conduct it and possibly gain you enough time to perform a good followup technique like genjutsu or taijutsu. But it's mainly on how well you decide to use it. Would be fun to use it on the enemies eyes. xD
(Raiton: Raikou Oonami) - Lightning Release: Lightning Surge
Cee channels his chakra towards his hands then slams them on the ground. By manipulating the chakra to take on the form of lightning, he releases it in an omnidirectinal wave that tears through the ground around him. As the lightning reaches the small rocks around him, it breaks them up and pulverizes them to dust.

It's pretty much straightforward. You release a wave of lightning around yourself that if the enemy is in it, will shock him as well as anything else in the vicinity of it. It's short range though so it shouldn't be used lightly but could turn the tide if you use it well when in close quarters like if an enemy throws a kick to you, you would duck down and then release the lightning surge to shock them which should give you an opening that you can take advantage of. Not good to use on water sources as you will most likely get caught up in it considering you're at the center of it so caution is advised.

Cee channels his chakra to his right hand. He brings it up towards his left shoulder then makes a sweeping motion towards his right, releasing several lightning bolts hitting anything it comes across. The small tree near him didn't stand a chance.
Pretty neat for only being D-Rank. It can help you in a bind against multiple targets or if within reason, low rank earth projectiles as it can break them apart. I can picture myself using it after throwing a punch as naturally my right arm will come towards my left shoulder. I can then follow up with this by using the sweeping motion back to my right side and create an opening for more techniques. Not much else for me to say as its a simple move.

Perform three handseals and manifest your gathered chakra in the form of an electric current from your hand. This can reach up to long range so it's pretty neat, as it can also hit multiple targets. Additionally, since you control it, you can avoid obstacles on the way.

This technique allows you to create a wave of electricity from your hands. Its usage can vary from manifesting in a small surge to shock an opponent, or in a lightning stream that's capable of tearing through solid rock. Its range is dependent if you wish to use it with a water technique, as it is normally used.

One of my favoruite C rank lightning techniques. With this, you surround yourself with eletricity, and the possibilites are endless. The great force of the eletric field protects you whilst simultaneously dealing damage to anyone who comes in contact with it. It disperses after one usage.

Cee prepares himself by channeling his chakra to his hands as he performs the Tiger → Snake → Dog handseals. He focuses his chakra in his right hand towards the ground and just like the previous technique, Lightning Release: Lightning Surge, Cee causes it to start traveling the ground towards his senpai. As it reaches a tree, he manipulates it to go around and continue traveling eventually making it to its destination.
Just like one of the other techniques we went over, this one travels the ground using an electric current. I assume this one is going to cause a shock to whoever it hits, not limited to one target which is great. The value in this particular technique is its ability to move around obstacles, giving it versatility and utility. I like it and something to use against earth techniques like tremor techniques by dissipating the earth-type chakra running through it or am I wrong in my analysis?

Just like the previous example, Cee channels his chakra in the same way however this time he required no handseals. While odd, this helped him to focus on being able to perform a technique quicker which would come in handy someday. After his senpai had prepared a water technique towards a tree, Cee released his chakra into it, mixing with the water, and then destroying the tree. The powerful combo was also able to rip through some rocks on the way to the tree showcasing their ability to work as a team.
This is just like the previous technique only this one requires less focus as there are no handseals to perform. I assume this is because the water is directing the lightning so there is no need to make it do anything else than mix with it. I never really paid attention to this one till now though when compared to the B-Rank version that enhances water jutsu's damage by +20 (Wave of Inspiration) but this is a good alternative. Also, compared to the previous technique, this one can only reach up to short range on its own but with a water combo, it can reach up as far as long range which is fantastic for what it can do at this rank.
(Raiton: Raigeki no Yoroi) - Lightning Release: Lightning Strike Armour
Cee first starts to convert his raw chakra into lightning-type chakra. Once he is done with converting it, Cee proceeds to channel it throughout his body. Then by utilizing Nature and Shape transformation, he forms an intense electric field that protects him from the opponents attack (if any).
This is first and foremost, a copy of the raikage's lightning armor. While a substitute, it does offer good lightning protection which at first seems kinda "meh" but when combined with taijutsu, it can help give it an edge. This can prove useful as well against tai users as activating it works well and keeps them at bay when they notice it. However you have to be careful because of its inherant weakness to water and wind. Good defense against most low level earth techniques though I think you still need to deal with the effects of it like force, etc.
Well, tremor type earth techniques have their chakra usually travel underground. This technique doesn't deal with any underground means so I'm pretty sure it doesn't stop them. You might want to ask a sensei about this, but I'm sure that tremor techniques can only be deactivated by another underground technique. Anyway, moving on, good job.
(Raiton: Iwa Nadare) - Lightning Style: Stone Avalanche
A tricky technique which is used when you are on top of a cliff or a raised platform. It is only exclusive to these locations. Perform two hand seals and clap your hands together, and release a wave of electrical energy. This weakens the rocks and make them to fall as they crumble. They then rain down and trap whoever is down there, dealing some damage.
(Raiton: Shuurai Rappa no Jutsu) - Lightning Release: Lightning Strike Horn Technique
A very simple technique where you extend your arm outward and apply lightning chakra. It will glow in a light yellow and then it will shoot several bolts of lightning in the shape of horns, which affect multiple targets within range.
( Raiton: Inazuma ken Fudou ) - Lightning Release: Lightning Blades Levitation
Channel lightning chakra into your sword which increases its cutting capabilities. From there, the sword will levitate and it will multiply into two extra copies, which float in front of you. You basically control these swords with hand gestures, but you cannot mold any other chakra as you need to keep focus.

While atop a cliff, having climbed it beforehand, Cee channels his chakra to his hands as he performs the Snake → Upside down Tiger handseals then proceeding to clap his hands together. He then releases a small wave of electricity that dislodges several rocks below causing them to create an avalanche that travels downward.
Situational. That's what this technique is. It causes an avalanche of rocks that rain down on the enemy and causing damage. If people were more adventurous in their terrain choices maybe this would get some use but as now, this is one of those useless techniques I am pretty sure I will never use...well maybe once to give it some spotlight. I wish it had a more...creative use to it but coming up dry.

Cee channels his chakra to his hand as he begins to raise it outward like a sword. As his chakra focuses more on his hand, it glows a pale yellow. Through his conscious effort, he releases it in the form of horns made up of lightning. He projects them in multiple directions so as to hit as many targets as he can almost resembling a meteor shower to the ants below.
Pretty interesting technique. I like its range and the fact that it spreads out to attack multiple targets. While not strong, it's a good smokescreen. I would use this in combination with the earth tremor technique as either one will distract them which I would then follow up with a strong technique to deal the real damage. A simple yet effective technique I do plan on using in the future. The drawback seems that you have to wait for the technique to "load" but after that I assume there is no problem in speed. Good thing there are no handseals as then I would have a problem with it.

Cee takes out his sword and channels his lightning chakra into it. This magnetizes it in a way to allow it to levitate at which time Cee then multiplies the blades, creating two more copies. Using his intuition, he guides the blades near a tree and shoots them forward one after another.
No lie, this reminds of how Vergil (Devil May Cry series) uses his illusion swords. Will be neat trying to use it like that. If I am correct, Riker built upon this his CFS (Dance of the Bladed Sage) or was it someone else? This type of technique allows versatility with taijutsu (non-chakra-enhanced) as anything that requires chakra usage is prohibited (right?). This allows for one to use it as a style without having to learn rikers cfs so overall a real useful technique to use regardless of how you want to use it. While its drawback is not being able to use other chakra techniques, that can be remedied with the right strategy and combo selection.
Yup you cannot use chakra whilse keeping Lightning Blades Levitation active.

Cee channels his chakra to his forearm, releasing it afterwards as lightning bolts though slowly building it up. When he feels confident in performing it, he releases it into the ground. As it is released into the ground, Cee manipulates it to travelel the ground all around him up to five meters. He continues playing with this technique until he feels confident that that was how it was to be performed. He notes its limitations so as to recall them later in battle.
This is pretty neat for an all around technique to attack multiple targets around you or to counter an earth technique being created in your vicinity. By five meters I assume it is all within short distance right? It's quite clear that it takes some buildup to it so caution is advised especially when attempting to have the right timing with it not to mention it would be stupid to use it on a body of water as you would get caught up in it. It would be interesting to use this with a trap using ninja wire and explosive tags. Would be lit.

Perform the Ox handseal and raise a lightning wall in front of you. This should defend you from incoming frontal attacks while you maintain it by keeping your hand in front. You can also shock any target which comes upon contact with it.
(Raiton: Reijingu Sandā) - Lightning Style: Raging Thunder
Basically a technique which relies on shape manipulation. Create a half shaped dome of lightning and push it forward in a similar way to the "Wave of Lightning" attack. Can deal massive damage, despite its paralyzing and shocking features.
(Raiton: Sandā Sāburu) - Lightning Style: Thunder Saber
Gather lightning chakra in your fist and create a sphere of pure lightning around it. When you punch a target, you will unleash the lightning in the form of a localized and focused eletrical explosion.

Cee channels his chakra forwards originating from the ground up as he performs the Ox handseal. He wasn't quite sure if this was correct but it was his best logical choice. He causes the lightning to rise up and creating a wall and by creating more bolts to come together closer, the wall becomes much more powerful and able to defend properly. Cee realized it wasn't a very strong defense but it had its uses which he would exploit later.
The one thing running through my mind about this is what combinations to use with like summoning weapons or elemental ninjutsu. It's a interesting technique by itself but there are some combos I want to try or create cjs for. Anyways, not that strong a defense when you think in the sense of countering elemental ninjutsu on here. It's strong to those pesky earth projectiles I would presume but its power is in its stationary ability. I would assume that this one requires you to maintain it which is a shame as it would be very helpful as a trap that you can leave alone and create tactics around. Oh well but helps give you ideas for creating cj that can. Nothing much to add to it that I see.

Cee channels his chakra in front of him and releases lightning from himself. Using shape manipulation, he bends the lightning as best he can to take the form of a half-dome. He compresses it more and keeps adding a bit more lightning power to it, giving it a more destructive potential. He then pushes it forward, making it move towards a tree before him. The effects along the way were quite the spectacle as well.
It's weird they used the same name as the one used by Temujin in Stone of Gelel when our description is nothing based on how he used it. Regardless, based on the description, appears like Wood Interlocking Wood Wall but less powerful in terms of defense when you consider it's natural weaknesses. The plus side is you can manipulate it to mvoe forward and attack your enemy which is actually pretty great because even the better defenses can't do that (or at least the way I've seen them) making it good defensive offense. It's description is straightforward so no questions so far on it.

Cee focuses his chakra towards his right hand. By compressing the lightning he created (or as best he can at his level), Cee then punches a nearby tree and releases the lightning. It creates an explosion of lightning that breaks the tree apart allowing Cee to gather the pieces for firewood later on.
Nothing much to say on this one other than your basic lightning offensive move by concentrating lightning to your fist and then releasing it at the right moment to create an explosion of lightning. A very helpful move to use with taijutsu and I assume since this one requires handseals, that the user can quickly form it, correct? Other than that, no questions since it's a simple technique in its execution. I would just watch out not to use it on those using water replacement or hydrification technique.

Raise your hand (free or not, it works) and send lightning chakra in teh form of an eletrical discharge into the clouds. Then choose the location where the lightning will strike. This technique cannot be prepared before hand but it's quite fast.

Do the needed hand seals and release your lightning chakra into the ground, and make four big pillars to emerge from the ground.
