Okay, so the two techniques that you'll need for this method are the following:

The method for cleaning yourself:

(Iryō Ninjutsu: Kirei Tomo) Medical Technique: I clean all of me

Description: The medical shinobi fills his palms with small amounts of extremely aggressive chakra and runs them over the areas of his body he wants to clean of any microorganisms, harmful substances, etc. The chakra will eliminate any inert harmful substance or microorganism present on that area. Normally this technique is done on the hands and lower arms just before having contact with a patient but can be applied to the whole body in specific situations (before performing surgery, if the enemy is highly contagious, etc). After being done, the chakra automatically turns back to his regular, non-harmful and calm one.

For cleaning someone else:

Description: The medical shinobi fills his palms with moderate amounts of semi-aggressive chakra and runs them over any areas of the patient’s body he wants to clean of any microorganisms, controlling the chakra flow constantly so it doesn't becomes too lethal. The area affected is 4 times the area of the users hands. After being done, his chakra automatically turns back to his regular, non-harmful and calm one.

You must always clean both yourself and that patient before any form of operation, particularly if there are open wounds to deal with. However, you might not be able to see any clear signs of contamination, so it is better to be safe than sorry.

You'll remember the vials I spilled on you last class? Your resistance as Medical-shinobi-in-training, isn't going to hold out much longer. I want you to first sanitise your hands and hen proceed to clean your partner... or patient in this case.
I'll need as much detail as you can bring to the table about what your chakra is doing, how you are mentally achieving that and exactly what you are aiming to do with each step. That is your homework, but it is to be submitted in this thread to avoid clutter ^^

"Hmm.. I trust neither Shinta-sensei nor those poison vials; hopefully, there was nothing contagious in the latter." In preparation for the task of sanitizing his partner, Koumei initiated the process by kneading a small quantity of chakra along both his palms. Relative to the life energy harnessed during the resistance training, this newly focused chakra was far more aggressive in quality and thus, largely indiscriminate in extricating his targeted areas of any harmful microorganisms and substances. Beginning with his non-dominant arm - everything distal to the elbow, he gradually ran his right hand over it whilst continuing to knead and distribute the aggressive chakra. Thereafter, he replicated the process, but alternated to cleansing his right arm through the chakra kneaded in the palm of his left hand. Upon concluding that there was really nothing else he could do for his own person, Koumei redirected his attention towards Akasha. "Life would be so much easier if we had medical insurance.. Anyways, shall we proceed?" Somewhat like before, albeit with a moderate quantity of slightly less aggressive chakra, he proceeded to knead his life energy along the palms of both his hands. Furthermore, his hands, never quite making physical contact with his partner/patient's skin, would transition from one region to the next over the course of several minutes. Because the second technique encompassed a vastly larger range of effect, he was less concerned with the precise movements of his arms and instead, prioritized maintaining a consistent flow of chakra. Amid the cleansing procedure, his gaze would periodically wander in a diligent effort to ascertain any signs of overt discomfort induced by his attempt at treatment, in case either the quantity or quality of his chakra necessitated recalibrating. Through virtue of his adhering to a meticulously detailed approach, Koumei felt confident that his work was more than satisfactory. "I suppose it's my turn now.."
Questions:
- to what extent does either technique influence our bodies? As in, epidermis, dermis, hypodermis, etc.?​

*Upon moments of my partner finishing his job, I proceeded to the similar. Firstly I would focus onto my hands and focusing chakra into the same. However the chakra would flow in somewhat a differing manner than it usually did. It wasn't in hopes of being further released but rather to push the good microorganisms in my body to my hands, making me almost feel a burning sensation, rather a tingle; short stinging feel (it could be compared to when you use a hand sanitizer, especially those present in hospitals <_< jeez) due to destroying all that shouldn't be on my skin, thus sanitizing them.*

Tsk; now, let's get this done.

*With my hands now free of any microbes, I continued on to move them over the affected skin of Koumei. I focused on the degree of chakra needed, looking at the affected area of the skin. Upon that I fueled my hands with chakra yet again however, this time around it was to infiltrate Koumei's affected skin, and it was neither too strong, nor too weak hence being capable in moments of cleaning intended portion of the body.*

Very good, as for Pekoms question: This jutsu would affect only the surface layers of what you are cleaning, as Akasha put it much like the sanitisers used in hospitals. Of course, if there is an open wound it again would serve to sanitise only the surface area your chakra can touch; it wouldn't be able to clean the inside of an artery, for example.

EDIT: Forgot to mention there is a cannon jutsu you'll learn later on, that is a much more aggressive form of this jutsu, in which you will actually aim to destroy the patient flesh instead of the bacteria or contaminants as you are with this method.
