Hmm... Avalokitesvara is a Bodhisattva, but known for embodying compassion and helping to release beings from the cycle of suffering (Samsara). Doesn't sound exactly offensive but there is one possibility.
1) His bankai is offensive, relating to Bato Kannon, otherwise known as Avalo's wrathful form.
2) His bankai is "purifying", relating to Juntei Kannon, otherwise known as the one with multiple arms. Could also expect something offensive with arms.
3) His bankai secures a win by stopping Urahara from being able to suffer, relating to Avalo's "normal" form.
But this is Urahara so anything could happen, which reminds me...
