All Kishimoto need to do is make Sakura mostly involve in the manga more and maybe add 1 new power to her and that it. The reason why is because she has really nothing then healing, and strength. And her development hasn't even grown as much as Sasuke, and Naruto. She doesn't need to be very strong to be represented in the manga but just a little better the she was when she fought that akatsuki guy.
