Really, I'm excited by the news of the (once again) final villain, and have high hopes of all the questions around the Otsutsuki's finally being anwered, but...the concept on how Kishi handled the whole Otsutsuki-block of the plot is pretty off.
We had Madara as a very long built up villain of the manga, then Kishi pulled out Kaguya very late in the plot (which I'm ok with as I obviously like her), BUT instead of fully developing her story and explaining her background and motivations, he cut her short and ended the manga with many questions left.
Next, he gave us a movie with a new Otsutsuki villain, answering some of the questions (Hamura...).
Then we get a new manga, which was originally thought to be a story about the new generation, but turned into Naruto/Sasuke against an old experiment of Orochimaru. And in the midst of this, we hear about this new super-villain that may be the secret of the whole Otsutsuki-plot.
Then we hear he will appear in the new movie, which was supposed to be about Boruto, but now apparently will be the actual final battle of the series.

It's one huge patchwork rug. I really would have prefered if Kishi had incorporated the complete Otsutsuki story either in Part II, or made a proper Part III about it, ending Part II with Madara. Either way, I feel he could have built up this splot much better and careful, so that it wouldn't feel so inconsistent and all over the place.
