Is he trying to make a duo of Shukaku and Gaara once again?
I guess he'll make Shukaku understand the importance of an important friend (Gaara) before getting beat up by Madara.
I liked their teamwork =D

Yeah it might be a good thing but other way around it will waste lot of chakra as it gonna need lot of chakra to seal a tail beast .
