throughout the Naruto manga almost every villain we come across are not just evil by nature , they always have something (shinobi system) or somebody to blame .
nagato (konoha , Hanzō & danzo)
obito (kakashi , madara & ninja system)
madara ( tobirama ,hashirama, every senju & even the uchihas )
Orochimaru (entire konoha)
kabuto (Orochimaru , danzo & ninja system)
it's just a few characters whom we don't really know much about, that we can assume they are evil by nature (kakazu,hidan). the person who has been blamed for most villains actions is this man.
i do believe the character danzo was created during the time skip .in part one we don't see although some important event occur which danzo should have been present , he is not even mentioned anywhere in part one considering how important he was . we all know how obsessed danzo was about being hokage so he could enforce his policies , but how come the third omitted him & saw orochimaru & minato as potential hokage ahead of danzo , considering danzo's skills as a shinobi , even after the death of the third even jiraya was chosen ahead of danzo to become hokage

those two elders where agreed with danzo's polices more than the third or tsunade more importantly he could have used Kotoamatsukami on the Fire Daimyō considering how bad he wanted to be hokage. the first thing said about danzo when he was intoduce in part 2 was

or was there a disagreement between hiruzen & danzo when they returned to the village . which makes me question if the characters in naraou just like to lie ( as we have seen obito & itachi story about madara were both not true) or kishimoto makes up the story as it progresses so he contradicts himself.back to danzo , danzo a character that has been blamed for most of the choas in the naruto world even in konoha and other hidden villages her are some of the things he was blamed for

the uchiha massacre but with closer analysis if anybody was to give the order for a genocide on an entire clan it would be the third to make the final decision but how come danzo is almost single handedly blamed along with the two elders, instead of the third and also it was said itachi thought like a hokage at age 7. if that was true at 13 am assuming he would be thinking like the sage of six paths but he couldn't come up with a single idea to stop the massacre than to agree with danzo . nobody blames itachi for not coming with a good solution with his "intelligence" , he is even praised as a hero for preventing the civil war. another villain danzo is responsible for is kabuto

even the almighty pain who claims to be god is one of danzo's victim .even Shisui Uchiha one of the most hyped character on naruto base was one of danzo's victim . danzo force him to his death

. . now back to the theme of this post kishi needs a new fall guy to blame for madara and the uchiha so he chooses tobirama ( if danzo was as old as madara he would have been blamed for madara turning evil) as his new fall guy . which makes tobirama the most hated hokage . tobirama like danzo is being blamed for most of the problem of his era. this is what orochimaru says about him

he is said to have created the Konoha Military Police Force with the intention of shoving them to the margins of the village. but in part one itachi says different

or he is just lying as usual, he makes it sound like the uchihas where proud to be konoha's police force. he is also projected as being prejudice towards uchihas but here we see he had an uchiha on his team if he wanted a decoy don't you think he would have used the uchiha instead of sacrificing himself

kishi also make it looks like he is partly to blame for madara's change in character by killing izuna , but from a young age madara was said to be killing senjus imagine how many senjus he would have killed from the time he was a kid to the time he grew up . which makes me ask this question how many peoples fathers, brothers & uncles did he kill why did nobody seek revenge against madara were they forgiving or they were they not strong enough ( yet madara wants to be treated specially kill yourself or ur brother) . again kishi makes it look like what tobirama is the reason madara deserted the village after peace was achieved because of what he said about the uchihas said about the uchihas

tobirama does say the right thing at the wrong time (the two main villains in the manga are uchihas. how could he be wrong about them?) . i do believe tobirama going to be the next hokage was his reason for leaving the village .the reason madara left the village in my opinion its two main reasons 1) he felt his brothers sacrifice was greater than the uchihas his brother scarified his eyes so madara can protect the uchihas but the uchihas looked down on izunas sacrifice & chose hashirama over him (just like sasuke feels itachi's life is more impotant than the village) 2) after reading the tablet with ems he found more about the power of the sage of six paths (we all know what happened when he combined uchiha & senju powers) madara challenges hashirama to a fight witout any provocation

which proved he has a motive . personally i don't see tobirama as the worst kage compared to tsunade ( look how she handled sasuke's situation )& hiruzen ( the uchiha massacre occur under his reign , sent kids to war & allowed orochimaru to escape from the village, which he later returned to almost destroy) if he where to blame for anything i would say creating edo tensei.. kishi just looks for one character and blames him for everybody's problem n if the flashbacks should continue this week we are going to have more reasons hate tobirama.
