I agree, Kishi has not treated his female character with good development. A good example is Sakura; Sakura is the main female character of the story, yet her character has been under develop threw the whole story with the exception of chunin exam arc and rescue Gaara arc. Kishi waited 300 to 400 chapters to give Sakura "last minute development" and except it's all good xD.
