Story rules are similar for even poetry constructs, if for example, we are talking about an epic convention here. Consistency, good pacing decent characterization ... all go hand in hand. I will point out any Mangaka who does it. This would be the first long manga I have ended, so my criticism is harsh as well.
In seinen a big yes. Seinen are mostly better written stories than the average shonen. Because the editors cares a lot more of the story telling, one of the reasons is the fact that their target are adults and young adults, who are way more sharp for seeing story flaws.
In shonen, rules are nearly absolutes. A very few one could free themself from some of them. When I saw an editor in combat shonen who almost did'nt gave a sh** about story, only focusing if the characters are badass and the plates good. It's sad as hell, and it could explains why a lot of recent shonen series are disapointing scenaristicly speaking.
Naruto is a tricky one since the series changed a lot in part 2, loosing a big part of his identity for fanservice issue. That's why I says that this series is a waste. He fell under the dark side of fanservice.
I do it usally, but when personnal thinking is spreading under the flag of "true" point, it's hard to stay silent.Don't slight the hold an audience or reader has over the manga these days.
The personnal opinion should stay as a personnal opinion, not be shown like the universal truth.
