I think that the Sage might have sealed yhe physical part of the Juubi in him, and the Juubi's consciousness in his brother.

This would make his brother an outcast since he possessed the mind of the one who wanted to "destroy mankind" , while it would make Hagoromo a god for possessing the power of the Juubi.
