Kishimoto designed that Majestic Attire: Susanoo to not have sleeves and have Susanoo's head as a hat for the reason which is being able to grow extra arms and heads, the extra arms and heads could be covered by susanoo as well based on what Madara did with multiplying Susanoo:

And the tail wing thing on the back is to give Sasuke the ability to easily connect and take more chakra from the bijuus and put it in his juubi avatar so he can give it the extra arms and heads.

And this can work with Kurama's avatar as well:

The fact that he gave him that specific design shows that Kishimoto either planed to give it to Sasuke or give it to Naruto by using the Shadow clone Kurama asspull or give it to both of them.

He probably got rid of the idea because he wanted to end the fight in chapter 700 which made the fight too short and if it was longer we could've seen more from Lord Sasuke.
