By giving him perfect susanoo and not leting him use other forms of susanoo he lost 2 susanoo arms, his bow, the thing that creats the arrow and the stronger defence that final susanoo gives hin.

And he should hvae been able to use it in Perfect Susanoo as well, since his Bijuu Susasnoo used it, and for all intents and purposes, it's just a Perfect Susanoo on steroids.
