We know how incredibly broken Sasuke is nowadays, so Kishimoto has to find ways on how to hinder him from using any OHK moves or if he's desperate, completely remove Sasuke from the equation so that the enemy won't get one paneled.

Sasuke's swapping S/T can finish off Kaguya in a hundred and one ways in just a panel without Kishimoto's plot barrier.

Sasuke needs to get banned because he's broken.
