After Sasuke took the chakra of the bijuus to form his juubi susanoo it had a lot of chakra(from the nine tailed beasts):

And if you look at Naruto his avatar was vanishing because he didn't have a lot of chakra.
So instead of firing Indras Arrow Sasuke should've kept fighting Naruto with taijutsu until he looses his avatar.
Or use Indra's Sword to make it happen faster.
And if Naruto fired his fuuton bijuu ball rasenshuriken Sasuke should just doge it.
