Certainly not. It is evident that Kishimoto can be rather innovative. He's created something that each of us on this base has connected with, something that allows for countless of discussions and further explorations to branch off from. That being said, there is always room for improvement--perhaps a lot of room...

The ninja aspect was an editor's idea.

Naruto was never A+ material to begin with. Hardly any popular mangas are in terms of plot, character development, etc. That's probably because it'll end up taking forever to draw/scan/write, and the fact that people don't really care for it. Only those who are fluent in Japanese can fully understand the material. Everyone else just wants to see cool action scenes and want to be given fan service. The only semi-popular manga I'd give a good grade is Tokyo Ghoul, but it's manga isn't even that popular. Only it's crappy anime version is. The reason I say that is because it stresses much more mature themes and it does a great job portraying the emotions of characters, their interactions, and the changes of Kaneki. I'm currently reading Tokyo Ghoul Re and I've already found more satisfaction from it than the entire fourth war. Naruto fails in most of these aspects for having a main character that is static and being too "family-friendly." I'm pretty sure it also goes through every cliche possible. I'll give Naruto a B for part 1, and Shippuden a hard C for being mediocre. The Kaguya arc gets a D-. Still better than an F.

What, he want to write food story like Toriko or Shokugeki no Soma?

Naruto was still the kid with demon fox in the pilot manga. So he was probably about to tun a ramen shop of some kind as a front. Kishi was a new mangka and not expecting a big project. WSJ liked the concept and art style and he was told to write a story with at least 5 year run and given 2 months time to write the story. And he was given an editor to get guidance what would be needed. For a long run one needs to create than big a verse and define it well. So ninja verse came up.

Kishi had redefined ninjas in his verse. The forums can be disappointed for a lot of reasons but it has inspired other series in it's own turn and would be remembered as one of the most successful projects. It was funny to see that Ben Ten stealing characters from Manga. ( the konohamaru team) and the episode with the bug guy.
